Jeffrey "Jeff" Lynne je anglický textař, hudební skladatel, aranžér, zpěvák, kytarista a producent, který se proslavil jako vedoucí a jediný stálý člen skupiny Electric Light Orchestra a spoluzakládající člen Traveling Wilburys. Lynne byl nahrávacím producentem pro umělce jako The Beatles, Brian Wilson, Roy Orbison, Del Shannon a Tom Petty. Byl spoluautorem některých písní Toma Pettyho a také George Harrisona, jehož album Cloud Nine z roku 1987 také s Harrisonem produkoval. Jeho nejznámějšími skladbami jsou "Do Ya", "Livin' Thing", "Evil Woman", "Turn to Stone", "Sweet Talkin' Woman", "Telephone Line", "Mr. Blue Sky", "Hold on Tight" a "Don't Bring Me Down".
