V letech 1977–1981 byl bezpečnostním poradcem amerického prezidenta Jimmyho Cartera a později zahraničně-politickým poradcem Baracka Obamy. Zároveň byl profesorem americké zahraniční politiky na Univerzitě Johnse Hopkinse v Baltimoru, poradcem Centra pro strategická a mezinárodní studia ve Washingtonu D.C. a autorem odborných politologických knih.
